Question I tried to do a system recovery to default factory settings, but it failed

I tried to do a system recovery to default factory settings, when it got to the part where I have to input the time zone, country and keyboard setting, it does not go past there, it brings up another page with this message after clicking next it reboots and brings me back to the page where I input the the time zone, country and keyboard language.
