Question I undervolted my cpu and Now windows wont install

Laptop lenovo ideapad l340

Cpu: i5 9300hf
Gpu: gtx 1650
Storage: 2tb hdd
Ram: 16gb

While undervolting my cpu i accidently left the "save" option on and when i put the value too low my laptop crashed and Now i cant even reinstall windows 10 again and it keeps freezing during the installation phase.

(i tried both using the restore option and doing it manualy)

undervolting using what? apps? bios?

when you said "doing it manualy". do you mean format and refresh install?

I used throttlestop for the undervolting. And by doing it manualy i meant using a usb flash drive to install it.
