i uninstalled a malware program and now my windows wont boot

[i hate my pc]

computer was working fine until i deleted the malware software. now when i push the power button it powers up and displays the hp logo and shuts off. i have tried all the f keys f2 says paused, f 11 nothing, f 12 nothing f8 nothing,f10 bios, then shuts down. tried to boot cd nothing. but while i was trying it with battery out and put battery back in i got a message that came up low battery. is there a way to boot c prompt from the power up where i can install missing files.
