But here's a checklist:
1.Are you connected to a stable internet connection?

2.Is the video your trying to upload too much to ask considering your internet speed?

Ummm... I could think of only those. So, update your situation after checking these two.

If you are using IE11, then go to Developer Tools (F12), go to Emulator and then emulate a different version of IE. Try with that.
If you are using Firefox, make sure you got the latest version, get rid of all the plugins except flash and update flash once too. That should work.

Also, it is better that you elaborate your issue.
