I upgraded my CPU and now R6: Siege is running much worse

So I originally had:

1 x GIGABYTE GA-F2A68HM-HD2 FM2+ AMD A68H SATA 6Gb/s USB 3.0 HDMI Micro ATX AMD Motherboard

1 x Klevv Fit 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model ...

1 x AMD Athlon X4 860K Kaveri Quad-Core 3.7 GHz Socket FM2+ 95W AD860KXBJABOX Desktop Processor (BLACK EDITION)

So I decided to upgrade because I want to upgrade to possibly a 1060 or 1050ti next year. I upgraded to this (I also did this before I learned of the Intel security breach... RIP):

1 x Intel Core i5-7500 LGA 1151 7th Gen Core Desktop Processor (BX80677I57500)

1 x Ballistix Sport LT 8GB Single DDR4 2666 MT/s (PC4-21300) SR x8 DIMM 288-Pin Memory - BLS8G4D26BFSEK (Red)

1 x MSI Gaming Intel Skylake H110 LGA 1151 DDR4 USB 3.1 Micro ATX Motherboard (H110M Gaming)

When I upgraded one of my drivers corrupted so I had to wipe my PC and reinstall everything. When I downloaded everything and started playing R6: Siege my game was for some reason capped at 60 fps (I used to run ~70fps with 50 fps dips) and now it runs at tops 60 fps and 40 fps drops. Now, its even worse and it's capped at 45 fps and 30 fps dips. I tried lowering my graphics settings and nothing changed. I made sure VSync wasn't on, and I checked and my monitor isn't even compatible with GSync so it's not that either. I ran task manager and msi afterburner and my cpu and gpu aren't exceeding 75% load so I think that's the culprit, but I still don't know what to do. I really could use some help here because I have nearly 800 hours on R6 and it's one of my favorite games. It's just not playable right now.
(PS I'm running a GeForce gtx950 and all my other games noticed a slight increase in fps, so it seems to just be rainbow)
 
By downloaded everything mean things like Windows 10 and all my games (CSGO, R6, Civ5, Overwatch, etc.) and things like drivers or steam. However, I did pick the option when trying to repair my PC to keep personal files (like downloads and images) but everything else is wiped and Windows is reinstalled.

I ran CCleaner and opened rainbow and now I'm averaging 70 fps. I'm not sure if my PC magically fixed over night or if CCleaner did it, but it seems to have fixed! Thank you for your help vapour. And if Rainbow decides to screw up again I'll just bug someone else. Thanks!

Well, of course. My game literally decided to work for 1 day and then broke again. What the hell. It's stuck at 45 fps again. UUGHH. And I still haven't figured out how to update drivers through CCleaner. I used CCleaner to: run the cleaner, removed duplicate files, and use the registry cleaner and nothing has helped.
 
I ran a benchmark and my lows were 27 frames, 45 avg, and 94 highs (all arveraged throughout the whole benchmark). When the benchmark ran, the counter stayed on 45 the whole time, but my minimums stayed at >30 the whole time. I never once saw it go more of a 1-2 frame difference from 45 at all. The game is also constantly stuttering because i think its dropping to 30 then back to 45 every second so it's too fast for the counter to pick up. Also, for half of the benchmark my GPU was at <90% load, but halfway through dropped to 50%, even though halfway through is one of the most taxing parts. My CPU on the other hand, kept spiking from 50% to ~70% during the whole benchmark. Normally, when my game isn't broken, the lowest I would get is 40 fps on the hardest parts (and that was before my upgrade). I also checked temp on my GPU and it never exceeded 50 degrees, and my CPU was at 42 degrees the entire time, no matter what the load. So the first day that it worked I was stupid and didn't run any benchmarks or anything. The seconds day I noticed it started capping at 60 but I didn't really care because when it's like that it's still playable. Yesterday and today its been capped at 45 but I never had the chance to test anything yesterday. I also tried VSync out of curiosity and the benchmark was exactly the same.

If I do a clean os reinstall could I keep all my current files and downloads? Also, (because I'm an idiot and didn't do it in the first place) could I uninstall Windows and reinstall it on my ssd?
 
Copy all your files to a external hdd. Then just install on ssd and wipe clean your hdd at the same time. For drivers, go to motherboard website and download chipset/LAN/wifi etc, all you can find for the os version. Gpu from Nvidia, do you have a dedicated sound card? If not, chipset should already handle onboard sound card. Is it win 10?
 
I do have windows 10, but I don't have an external drive to copy it to

My brother has a google drive for his University and it has infinite space so do you think I could copy the contents of my PC to that?
 
Have you installed all drivers from your motherboard manufacturer site? What are the temperatures of your GPU and CPU during gaming? Where is your windows installed - SSD or HDD?
 
ok Looks like Your game is choosing integrated graphic card(in processor or motherboard) instead of the dedicated one(R6)
Go to nvidia center (installed automatically with drivers) and find this game adnd add it to be "run withhigh performance graphic ATI card"

This is only for laptops with switchable/dual GPUs. His is a desktop PC and he already said that his GPU load is about 50%.
