This doesn't mean anything.

if your CPU is near 100% (>80%) then your GPU will run out of work. The GPU can't do the same kind of work that the CPU can, and hence you can't make the GPU do it instead of the CPU.

game engine is using cpu to create scene (some computing stuffs on gpu/cpu), if your CPU is slow, GPU has to wait (low gpu usage)
u can increase resolution, graphic details to use a bit more of your gpu power, but framerate wont change, thats limited by your CPU
