What changes do I need if I want the RTX 3070?

My specs:
CPU: Intel Core i5 9400F
RAM: 16 GB @ 1329MHz DDR4
Motherboard: Asus Prime H310M-K
PSU: Cooler Master Bronze MWE 450W
GPU currently: NVIDIA GeForce GTX 1650
Monitors: BenQ Zowie @ 144hz - LG @ 75Hz - Both 1920x1080 resolution
Storage: 1x Kingston SSD 250GB - 1x WD Elements 1TB

I've heard the Corsair CV650 is a good purchase
Don't buy the CV. I had a CX650M put in with a 2070s/3600 build, and 3070 is same wattage as the 2070s, and the cx650m it's about the same quality as a CV. And there was so much coil whine, even on the replacement unit, that I was really concerned. Invest in a good psu, cause the psu blowing can take your entire system with it. I would say Corsair's TXM or RM(2019)/RMx series is an excellent choice, I have an RM650, it's totally silent, idk about other brands because corsair cooler master and antec are the only brands sold where I live, and corsair is the best out of these including service

I would get a larger quality PSU and try it with that. NVidia recommends 650w min.
I think the CPU might be borderline and I would try it with the games you run and see how it works.
I think then you will have a good idea if you are going to want to upgrade the CPU or not.

dont use tht PSU, go for a quality 650w, truth is you dont really need a 650w but nvidia likes to play it safe, and so should we in what regards PSU.

cpu wise, i think you're fine, im a bit... uhhhhh... about no hyperthreading, but real 6 cores is still better than a 4/8, it should be passable, 6/12 ideal though...

Here is a good article on PSUs....and the PSU teir list.
Read through and you will have a better understanding of what is good and what isn't.
From what I recall....I don't recall that the CV650 is considered a bad unit....but I would read those articles/list anyway.

On a side note, your cpu will bottleneck the 3070. Preferably get ryzen 5 4600 or i5-10600k
