Solution

Yea that's your problem. ik your trying not to spend much but you see dell are very cheap computer builders, they tend to use the least amount required of components hence why you have some measly 305W PSU.
Your gonna need to upgrade your PSU otherwise you can't power the GPU as your current PSU...
PCIE technology is backward compatible and so your motherboard will support the card as it has PCI-E 1.0 but your 305W PSU is much less than the 400W power supply that is required so i suggest a PSU upgrade to around 500W (a good branded one) that is recommended

my psu doest support it...hmm i will think about it later...how many watt the graphic uses?

Your PSU just won't cut it for the 7750. The 7750 requires a minimum of 400W and 16A on the 12V+ Rail.

You should consider upgrading your CPU and RAM aswell..

though however if you upgrade your PSU
I would suggest this:http://www.newegg.com/Product/Product.aspx?Item=N82E16817182066
which is more than enough to power your build quite well and even support a CPU and ram upgrade

The PSU have same price with my GPU man...ahhhh.

This PSU is a bit cheaper than I one I suggest previously but will still handle your build quite well aswell as support CPU and RAM upgrades.

tbh I should've recommended the CX series to you first since they're made for low-mid range budget builds
