I want custom black bars

Hello everyone. i have a 22inch aoc cheap monitor with oinly vga dont know the exact name but thats not so important maybe u can still help.

its a 16 9 monitor and i cant handle 16 9 for gaming for some reason. So i wanted to make my screen black 1cm left and right and keep the full vertical screen so the effective resolution displayed on my display is closer to 4:3 than 16:9, i can handle that better

i would like to have that on desktop mode as well as in games.

i use windows 7 and have amd a8 7600 apu

The 4:3 option won't be in AMD settings. You'll just have to choose a 4:3 resolution as your desktop resolution, as well as in any other applications/games. Probably best to pick one that has a similar vertical resolution as your monitor does.
no no thats not what i mean. lets assume for easyness i have 40cm wide and 27cm vertical screen(22inch 16 9) all i want is that all pictures, desktopes games are shown 27cm vertical and 38cm wide! so i want purposely 1cm less screen left and right so that my eyes dont need to look the full wideness, now udnerstand what i want? i purposely want to make my 22 inch pc smaller
 
was playing with my monitor and have a setting where i can shrink the hor and vert view. that would shrink the viewable amount of your monitor. would still give the full picture as well without cutting any of it off.

Why do they need to be exactly 1cm? Even if you could force the image to take up the entire vertical height of the monitor and leave exactly 1 cm on both sides, it'd almost certainly be some weird aspect ratio/resolution that probably wouldn't work great anyway.

I'd recommend enabling GPU scaling but maintaining aspect ratio (should be some settings like this in AMD graphics settings), and then set a resolution with a 4:3 aspect ratio. This should cause the image to take up the entire height of the screen with black bars on either side. However, the bars won't be exactly 1 cm.
 
the thing is i have an option in amd settings to go gpu caling, but there is no option for 4:3, besides that a 4:3 border is forced, i dont know exactly how big i want the black border so i was looking for an option to test this out to find my sweet spot
