Question I want GTA V ONLINE FPS 60-70 all the time, which GPU should i upgrade to?

Hello guys,

Im playing GTA V online a lot and with my recent specs, i only got 60-70 fps in the remote areas, in the lobby which contain full people (27-30) and inside the city sometime the fps drop down below 40 (mostly 40-50 fps in town). My GPU load when im in remote areas is about 90-100% while in the city is only 50-80% but since a lot of videos and threads also said its normal for the GPU % usage like that in town so i believe that the fps problem is mostly come from the limit of my specs. Im planning on upgrade to GTX 1070Ti or GTX 1080 or RTX 2060 to get a better performance, which one do you think is better? And if anyone has one of the following 3 GPUs, can you guys drop a comment down below the fps you got while playing GTA V online for me pls. Thanks

Here is my spec
Mainboard: B75M D3V
CPU: i7 3770S (3.1ghz base frequency)
GPU: GTX 1060 6gb OC INNO 3D
RAM: 12gb 1600 (1x8gb 1x4gb)
HDD: 2gb Seagate
SSD: 120gb (store window only)
PSU: 500W

I want to upgrade the graphic card just because of GTA V online (LOL) because other games i usually play like PUBG and COD: War zone i get very high fps (above 80 fps) with the highest setting possibile so i just want to purchase the graphic card that provide me a stable fps while im playing GTA V online (60fps ~ all the time and all the places with a full lobby session). My CPU usage is about 50-65% (mostly 5x %)
My GPU usage depend a lot on the area where im standing, in remote area it got up to 90-100% whereas in the city area (crowded with players) its only about 50-80%
 
what resolution/detail are you playing?
does lower the detail get better fps?

My resolution is 1080p 60hz, the details are all very high, MSAA x4, grass quality is normal, shader and shadow quality is high. Advanced setting i only turned on the high detail stream while flying and others setting is set to off
My budget is around 450$ and in my city, the price of gtx 1070Ti gtx 1080 and rtx 2060 is very similar to each other

MSAA x4? Did you try turning that down?

I have made a lot researches and also known that is a fps killer option as well. However, its only affect my fps when i turned it to x8. When i turned it off or x2 / x4, it doesnt impact my fps, fps still stay the same even its off or x2 x4, thats why i set it to x4
 
Not really wrong but that's what your CPU can do,if your CPU could run faster turning down graphics would allow the system to do so.
Hi, I dont really understand, my CPU usage is only 5x% so do you mean its not good enough to go with the GPU? Or the CPU is the limit to the fps i receive? Thanks for your reply
 
are you look at overall cpu usage? did you check each cores usage?

I just turn on each core usage and take a look for a while when i play, the % of each core is very fluctuated, in a wide range from 2x to 6x (but mostly stay at 3x-4x), and sometime i can see one individual pop up to 70% and then go back to 2x-6x in a few seconds. And i also want to mention this too as the reason i think the problem its because of my specs is when i play in an invite only session (also online session, but only me), with the same load of my gpu and cpu, my fps always above 60fps, in remote areas is more than 80fps, which make me think that my PC is getting overload when i actually need to load tons of people in a crowded session
