i want the best graphic card for around 60$ for gaming?games preferred thief, bf4, civ 5 etc

other ones near me are saphire radeon r7 240 ,saphire radeon hd 5450 2gb and galaxy geforce gt 630

the 5670 is your best option from these... but it may still struggle with med settings even on 720p.

i just started pc gaming so i prefer med to low settings and no i can go +-$20
