I am looking for suggestions and advice I have experience with gaming PC's and just overall upgrading PCs to be faster, but video editing is a new animal for me. What suggestions do you guys have? Budget TBD thinking $1200 or less.

SO far have two HDMI 1080p monitors

You will want a quality psu and as many threads as possible, when rendering, your cpu usage will max out and you wont be able to do anything with the pc till the render is done.
16gb ram is fine for 1080p renders, but 4k is 32gb ram.
You will want a fast boot drive in general and as a fast scratch disk, so a nvme will do nicely and a hdd to store all the cuts.
You can downgrade to a gtx 1660 super if need be to stay under budget, the rtx 2060 provides a boost in render time with gpu accelerated renders though.
Dvd drives are a thing of the past and budgets don't generally include software or operating system.

Solution
4x8gb is generally supposed to be faster, but in ryzen, it tends to introduce a bit of instability.

The person it is for doesn't know anything about software so I just plugged it in to give them an idea and they need a DVD writer they want to make DVD copies

I see, so the pc isn't meant for a video editor, just an interested party?
If they're going to make dvd copies, are they for playback or just data? If its playback, It'd mean that the video will be 480p and won't tax ram too much, so we can safely reduce the ram to 2x8gb as needed.
Davinci resolve is a free video editing program, very powerful, but not so user friendly.
Windows 10 is also virtually free, keys are readily available for cheap on 3rd party sites and tomshardware published one or two articles on it as well.
