So I decided to go with:
Ryzen 5 3600x

Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler

Asus ROG STRIX B450-F GAMING ATX AM4 Motherboard

G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 Memory

Samsung 860 Evo 500 GB 2.5" Solid State Drive (SSD)

Seagate BarraCuda 1 TB 3.5" 7200RPM Internal Hard Drive

Gigabyte GeForce RTX 2070 SUPER 8 GB WINDFORCE OC 3X Video Card

NZXT H510 ATX Mid Tower Case

EVGA BR 500 W 80+ Bronze Certified ATX Power Supply

Total price: $1172.86

So I'm not sure if all of this is compatible and if I could make some better choices. I don't want to go with a higher price than this, so if anyone can help me or if you have suggestions, I'm listening..
If I forgot anything, pls hmu

I used one and it said: Warning! Some AMD B450 chipset motherboards may need a BIOS update prior to using Matisse CPUs. Upgrading the BIOS may require a different CPU that is supported by older BIOS revisions.

Does it need to be on the SSD?

If so then adjustments can be made...

Depends on load times, the game should be on a SSD if the loading times are so long that you start later then other players, I wouldn't know as I don't play that game. When I played the later BF series the games were pretty much required on a SSD or the match would start without you.

the match starts without me sometimes, and its really annoying, especially when you have trash and dumb teammates and you get a bad beginning, the match could be a loss because of the start

Games like CSGO won't be an issue to keep main files on hdd, as all the files will cache through the ssd first. It's only the original map load that takes a little longer, but after that it's cached, so runs at ssd speeds. Fps in CSGO is highly map depending, original maps like Office, I get @ 300fps with an i7-3770K and gtx970 at ultra, but newer, user designed maps can drop that to @ 120fps, due to higher graphical intensity and a ton more background objects.
