GTA 5 taxes the graphics pretty hard. Go with the best GPU you can afford first (GTX 1070 even) then plan the rest of your build.

Any intel cpu with hyperthreading (i3 6100) will do just fine and you won't have to worry about any kind of bottleneck. Keep in mind that the 6600k will need a z170 motherboard and an aftermarket cooler. You never did mention your actual budget.
