I want to connect VGA port on monitor to HDMI port on TV; looks like some graphic cards support digital signal though VGA port

So how to tell if my graphics card supports digital signal through VGA port so I can use a VGA to HDMI cable?

Laptop: Dell Inspiron 15 N5010


My graphics card:

Radeon HD 5650

The HDMI port doesn't work consistently that is why I want to use the VGA port.

A VGA port is analog only. To connect to a HDMI port you would need an active adapter to provide the needed digital signal conversion for the HDMI port.
