I have a athlon x4 860k and a GTX 1070 want to know what the best processer for fm2+ is

You need something a bit nicer than the FM2+ platform. Ryzen 5 would do fine and it's cost effective.

The 1600's extra 2 cores and 4 threads are a nice jump, I'd fight hard to raid the piggy bank for it...sell plasma a few times, if necessary.
