Low to mid end. It's a fine machine if all you do is browse web, watch videos and movies or use MS Office.
However in gaming or workstation loads you won't get very far with it.
Depends on the model of the GPU. Is this a laptop, or? Generally, I'd place it somewhere in the mid-low range if the GPU is anything decent. That processor isn't the best, but isn't the worst either. 8GB is decent for gaming, but the lack of an SSD and possibly competent graphics definitely takes away the performance.

all in one PC's have laptop CPU's in them but they can be confusing. an I5 is normally a mid range CPU but it is the low powered version of that i5 CPU so it could be considered low range
