I want to print a picture on a specific size. What's the best way to do this?

I have made a custom FIFA 15 cover and i want to print and use it. I used to print it via Word 2013. but there's the first problem: When it says 100% , and i hold a sheet of paper next to it, it's not the same size. How do i print this cover in a specific size? (I Don't know the exact size in inches)

Canon PIXMA MP620. And i have made a custom cover for fifa 15 on my ps3 so i can put that in the box instead of the stock one.

go to Costco, get it printed in their shop. if their paper sizes aren't exact, modify your image to add whitespace around the edges so that when the whole file is printed, you cut off the white edges and get your actual print. for example, if you want a final image that's 20cm x 20cm, then assume you're printing on A4 paper which is 21cm x 28cm, so you go into photoshop / gimp / etc, and add a border wide enough to take up the difference.

Any image editing application can resize an image to a particular x-y size, in inches. Or print that pic in x-y inches.
