I want to reinstall my oem version of windows 7 on a new hdd. But it cannot be done at a certain point of the installation. Any help will be greatly appreciated.

Are you using the system restore Disks? Or installing from a Windows OEM disk?

The OS is installed on your storage subsystem, .... Hard Drive , SSD or SSHD. If the installation just stops part way thru, the most common cause is a memory error. Run Memtest 86+ (memtest.org)
