before i format my pc im currenly using windows 7 ultimate . now turning to windows 7 starter. i want my windows 7 ultimate back

Use your Windows 7 Ultamate disk and install it again on the computer, use your key to register it. Although 99% of Ultamate setup I see are pirated copies so you likely don't have a legal key anyway to use and will need to use the Starter version till you purchase a different version.
