I noticed that my Ryzen 5 3600 was running at 60c idle despite me having a good cooler (Arctic Freezer 7X) so I decided to undervolt through Ryzen Master as my motherboard doesn't seem to have that function, or at least not what I could figure out (B450 DS3H). Would this configuration work or is it going to hurt my CPU?

Undervolting alone, especially using a fixed voltage, can also reduce it's boosting clock speeds and therefore performance so it's not likely to hurt your CPU.

Is 60C the average temperature? or the peak reading of temp spikes as it's idling? it's normal for a 3600 to spike to 60, or 65C even, at idle whenever the CPU boosts to quickly process a transient task. You want to look at an average temperature. More important is the temperature when it's processing a heavy load, something like running a CB 20 multi-thread benchmark for instance.

what you want is offset, as usually -0.05v is enough to get -2C without noticeable performance drop. Fixed voltage means that cpu will be halted around same speed, not allowed to go down when idle, not boosting as hard when needed.

start with windows performance power plan. it usually states something like 80 %min 100% max speed which causes this issue.
you should have 50% minimum speed 100% max for high performance if you want real super speeds, (cpu will chill if you idle, while 50% is enough to have instant full power if you do something).
if you dont care as much for performance on first second of load, set minimal speed to 30%.

also check power saving that should have minimal as low as it will allow you and max at 99%.

I'm not sure about the 3600, but my 3900X works best with a -0.1v offset. Temps are excellent and benchmarks similar to the 3900XT I see online or even higher
