I have very little component knowledge and I'm wanting to upgrade my hardware to allow me to play on high/ ultra setting while having high frame rate on newer games.
Processor: Ryzen 5 1600x
Memory: evo 250gb SSD and 4 tb HDD
Graphics Card: GTX 1080 Ti
Mother board: MSI B350M Gaming Pro
Ram: 2x8GB DDR4 3000mhz

Solution
Only thing I can think of is getting a new MOBO once the 3000 series CPU comes out only thing better then the 1080 Ti is the RTX 2080 Ti (I believe) because your GPU is still fine not unless you need ray tracing

Frame rates limit = cpu.
Frame rates you see on screen = gpu, upto the limit set by cpu. You could have a little RTX2080ti and still get 30fps at 1080p, if all the gpu gets from the cpu is 30fps. Detail settings won't matter as the gpu can handle any detail setting at 1080p and not lose fps. Pair that cpu with a GT710 and likely get only 5fps ultra/20fps medium/30fps low, on screen, but cpu is still capable of 30fps.

If changing detail settings drastically changes the fps on screen, the gpu isn't strong enough for the game code. If changing detail settings doesn't change fps, the cpu is too weak to supply higher fps and challenge the gpu ability.
