I was hit with ransomeware when I downloaded a program to "correct" a problem with a blue screen windows issue. I can't get my corrupted hard drive worked on with the Covid Virus shut down. I have purchased a new hard drive with upgrades but the purchased reinstall disc for Windows 10 is not loading. Are there any other options I can try?

Solution
The new drive I bought only has DOS
A "new" drive would have nothing on it. Nothing at all.

So, from a working PC, create your own WIn 10 USB.
This outlines the whole process.

You did not need to "purchase" a Windows anything.
You could have created your own Win 10 USB or DVD for free.

The drive you bought...it was blank or had something on it?

As for your original drive...there is no "working on it", corona or no.
The physical drive is fine, just that your data is encrypted.
Unless there is a published decryption for that, your data is gone.

The ransomeware blocked me from doing anything. I could not restore, wipe or reinstall. It was stuck on a loop not letting me go anywhere but back to the restore menu.
I need to correct the name of the program company. It was "Restoration.com/Reimagetech.support". I hope this can be a warning for somebody else to avoid this trap.

Right.
That's what ransomware does.

Full clean install.
