How about meet in the middle and go with a Xeon 1230 v3? It is an i7 without the IGP for less than an i7. Something like this.

Laptop, you will want to go with a quad core i7. The i5's are dual core with hyperthreading. As long as the laptop supports it, the ram can always be upgraded later if needed.
