Hi. I would like to know if my motherboard can handle a EVGA Nvidia Geforce GTX650 1Gb DDR5 graphics card. My Motheroard is the: ASUS P5KPL-AM SE

No your mobo only supports PCIe x16 not PCIe 3.0.

But i've done some research and it says that the graphics card would just not be at its full performance.

I dont think it will fit. a PCIex16 slot i think is smaller than a PCIe2.0 or PCIe3.0. If it does fit it will only run at PCIex16 speed which will bottleneck that GPU.

NVidia GeForce 1GB VGA/DVI/HDMI PCI-Express x16 Video graphics Card+Low profile is available on newegg for 60 bucks. That looks like a pretty good card for what you are looking for.

I would like to play far cry 4 xD and other modern games.

My PC specs are:

CPU: Intel Pentium E2180 Dual core 2.0 ghz (but im planning on buying a Intel Core 2 Quad Q6700 2.66 ghz
PSU: 450 Watts
RAM: DDR2 3 Gb

I dont think you will be able to platy those games on your current system. Most newer game require at least 4 GB of RAM. The card I listed above will fit in your system give it a try.

Oh i forgot to mention im planning on having 4Gb of ram xD and i think im gonna go with the one i mencioned first.
