Currently I have been looking at doing PC builds that average out around £1000 or less and 90% the time in terms of price to performance the 13100 has stood out (alongside the 10100f). Is it capable of running every game out there or will it max out on more demanding titles like Cyberpunk?
Also will 120mm AIOs be enough to cool it or should I go for 240mm+ AIOs? (Compared to the 13600k and other CPUs does it get hot easily under load assuming you have a decent cooler or do you need a fairly beefy cooler to keep temps down)?

Not sure what the landscape of the market is in the UK (I assume), but if bang for buck is priority right now, and the build will have room to grow I would suggest Ryzen 5 3600 and a high quality AM4 motherboard to start with. They can be purchased new quite reasonably and leave a really nice upgrade path through the 5xxx series. With AMD just releasing a new 5600X3D chip would be indicative that they plan to support that platform for some time forward.

I actually think the 13100 would probably outperform the 3600, so that might be worth consideration in your decision.
The 10100 is not a CPU that you would want to go back to for this build. Great for office work and such, but that is about it. No upgrade path worth doing for price to performance outside a lucky deal.

If you land on either of the i3 series I don't think they would require an AIO at all unless your ambient temps are high already. I use a 10105 to work on and even with the small Noctua 'pancake' cooler I never see it go beyond 55C. That is when being used to convert large .jpg to .pdf.

If it's available, the i3-12100 would be a better CPU here in terms of value proposition. The i3-13100 barely improves upon it, yet Intel asks for more money.

As far as cooling goes, no, you don't need an AIO cooler. At most something like a Deepcool AK400 or Arctic Freezer 34 Duo is fine.

I recently installed a i3-13100 and let me tell you it is quick.
Yes, 4 cores, but 8 processing threads.
Most games depend on the performance of the single master thread, and the 13100 excels there.
It is really a higher clocked 12100.
They come with a stock cooler that works perfectly fine.
I have no problem with heat.
Of course, there are better performing processors with more threads.
More threads may be important if you play multiplayer games with many opponents.
Increasing capability comes with increasing prices.
At one time, a general recommendation was to budget about 2x the cost of the cpu for the graphics card.
More for the gpu if you will play at higher resolutions or for fast action shooters.
For MMO, sims, and strategy games, look more for the cpu, particularly the single thread performance.
Here are the requirements for cyberpunk:
The 13100 exceeds even the Ultra recommendations(r5-3600 or I7-6700)

I might add, do not be seduced into saving $25 for a F suffix processor without integrated graphics.
Having integrated graphics helps with initial build testing, and it is a lifesaver if you ever have an issue with a discrete graphics card.

I replaced an i5- 10600K with an i3-13100 and am quite happy with it!! On Cinebench R23 it scores nearly the same on multi-core and single-core it's much faster. In daily use, the 13100 just feels zippy!!
