Question i3 13100f wont reach max boost clock

I just bought an i3 13100f and turned on turbo boost etc, and set my p-core ratio to 45 which should be 4.5ghz right? but it keeps staying on 4.3ghz, and if i try to boost to 50 it changes back to 45 - im new to this so any advice/information is useful.

Also what are you running to test the clocks?! You are not supposed to get 4.5Ghz on ALL CORES running anything,heavier stuff will run on lower clocks.

But this is just listing the max turbo as it is listed on arc.

Here, techpowerup made a clock chart, it's for the 12100 and not the 13100 but it clearly shows that all core depends on the workload.
It will have 4.5 all core but in some lighter games, not when running stress tests or heavy benchmarks.

roughly 40-50 degrees in game
