i3 370M Core Multiplier 7 during CPU Load, 18 When idling. Linked with Heating?

I have a Sony Vaio VPC EB36FG laptop with an i3 370M cpu , 4GB Ram & a 1 GB Mobility Radeon HD5650 GPU. Recently my laptop performance has gone down. From the task manager I found out that often the CPU load is 100% and that is when this happens. So i downloaded CPU-Z to check the performance. I could see the core speed is only 931 mHz even at 100% cpu load. This is because my multiplier is stuck at 7 (133 x 7 = 931mHz). This happens during gaming, heavy browsing with video streaming etc. When i keep my laptop idle for 10 minutes or so, the multiplier goes to 18 and the CPU shows its full speed of 2394mHz. Is this related to the laptop heating? Is there a solution?

Of course it is throttling. Clean your laptop and change cpu thermal paste as fast as you can, because it can catch fire.

Update: I checked the CPU with running Prime95. This was the strange thing i noticed. The CPU was idle and shows full core speed and multiplier (133x 18 = 2.4 GHz) . I start running Prime95, 2 or 3 seconds into the test (as the CPU load goes to 100) the multiplier falls to 7. And the speed becomes just 931 MHz.

Idling. Hit a max of 80C and 85C respectively while running P95. But that is after a few minutes of running it. CPU multiplier fell to 7 right after starting P95.
