The i3 is definitely a great chip, I've got a 4330 in an HTPC that never lets me down. My answer wasn't whether it was a good chip or not, but that it will bottleneck in CPU intensive programs when compared to an i5 of similar clock speeds.
Depending on the games you are playing, the 4130 will bottleneck those two GPU's in very demanding titles like Battlefield 4, Far Cry 4 etc somewhat, not a huge amount. Some titles that aren't very CPU dependent won't be bottlenecked at all by the i3.
I would go for the i5 if you can. The i3 will give you a little bottleneck in demanding games. As long as the application is somewhat CPU dependent, you will be fine.
The i3 is faster than people give it credit for. It may not be the optimum choice, but it will work. Just remember, an i3 + R9 280 will outperform an i5 + R9 270 for sure.
