I3-4130 to an I5-4460?

I was thinking about uprgading my CPU, but i don't know if i should pick an i5-4460 or just wait and go with something like an i5-4590. I usually play pretty demanding games like PUBG, Doom, Wolfenstein 2, Overwatch (even tho that's not really CPU or GPU demanding) and i'm planning on buying an Oculus Rift to play games like VRChat and SuperHot VR. As of right now i have a GTX 1050 Ti and 10 GB of RAM, so is it worth it to buy an i5-4460 or should i just wait and go for something better?

Since your motherboard doesn't allow for overclocking, then consider a used i7-4770 or the slightly faster i7-4790. They can't be overclocked; therefore the risk is very low (unlike a K version that may have been overclocked quite high).
What are your expectations? An i5-4460 is faster, but the performance gain in games may not meet your expectations; the i3-4130 is a good match for your GPU. If you really want to upgrade, then consider an i7.

My current motherboard is an ASUS B85-PLUS, and i have a budget of about 200$, but it's pretty hard to find a good cpu with my socket, and so far the 4460 is the only "decent" one i found

What are your expectations? An i5-4460 is faster, but the performance gain in games may not meet your expectations; the i3-4130 is a good match for your GPU. If you really want to upgrade, then consider an i7.

Which i7 should i go for? i have a budget of about 200$

Well you could go for an i5-7600k, but it depends if you have a motherboard already, because sockets, the 7600k drops to 200 sometimes so.
