i3-4130 Vs. i5-4430

So I am aware this isn't really a "fair" comparison but I am on a budget and was wounding how much of a difference it would be between the two. I am working with a EVGA GT 640 GDDR5 SC. Would it be bottle necked at all?
Any other CPU picks would be appreciated.

If you can use the price difference and add some cash to it and get a better GPU with the i3, then I highly recommend that you do so if you are gaming on this PC. If you want something really future proof and you don't care about graphical performance, Get yourself a k series processor with an unlocked multiplier.
No bottleneck but of course the I5 is better but the I3 will give acceptable performance, I would though not buy I3 but go FX6300 for its better multi thread performance which becomes more and more important. Then again I would always get an I5 over the FX.
 
Your best bet to find out the "difference" is to check out performance benchmarks. A low end card like a GT 640 would not be in any way limited by either processor; in probably 99% of all 3D workloads you run on the system, that GPU will become the limiting factor well before the processor ever would.
