The 6700k by a wide margin, however the 7700k is also out now, and you're going to have to buy a new motherboard regardless.

Well, you aren't wrong. But that is why i use it. It is good for getting an idea which will be better or worse and by how much.

i might get the 7700k but i plan to use air cooling i'm not sure if it will stay at a low temp as i'm on my computer all day for schoolwork games etc.

here's the fan i will use
Cooler Master Hyper 212X - CPU Cooler with dual 120mm PWM Fan

i'm going to get the 7700k if it will stay at low temp
i'm upgrading from i5-6400

my budget is around $850 for motherboard, cpu, fan, case, case fans if needed, and toolkit
found a motherboard that works with i7-6700k and fits the fan.
if you want suggest some motherboards, fans, and cases

i have a gpu and psu its an upgrade more or less i plan to build a new one from scraps as i got the old gpu and psu

You could update the BIOS on your motherboard (if you do have a 6400) and use an i7 7700 (non k) and save a lot of money and not give up much performance. (If you have a z170 board you could still do the 7700k)
