My mate is building a pc with an i3 4160, and I was wondering, due to it's low TDP of 54 watts, can he run it in a case with case fans but no CPU fans, just a heatsink?
No your going to need a heatsink fan. However, 54 TDP is very low. I built a i3 computer with stock heatsink and the RPMs were crazy low, I couldn't hear a thing half a foot away.
If using a passive cooler then yes. If taking the fan off a cooler with fan its not recommended, might work but you would have to carefully monitor temperatures.

Sorry about the delay, powercut cut out my internet. So will he fine with just the stock cooler? He will not be overclocking at all.
