i3-4160 w/ GTX 960 Can't Load HD Video Properly?

I just built a brand new computer last night, and also I've been building computers since I was very young. I've built about 15 high / mid end computers in the last year and have come across a problem that I can't seem to fix.

I've heard a lot of good things about the i3-4160, but it's my first time using it so I'm not sure if this is my problem or not.

-My computer boots in about 3 seconds using Windows 8.1 64bit
-Immediately opens google chrome or a game a second after booting
-Very responsive
-Plays games at ultra settings with no problem

The thing that confuses me is when I start a game, I have a second of chop and then it's a smooth experience for the most part, but when I go to Youtube or Twitch to watch a HD video, it's so laggy!

I've never had this problem even with a terrible graphics card like the gtx 260 or 280, so I don't think it's the 960 at fault, right?

When I put the video to 480p it runs fine, 720p is acceptable at times, but 1080p takes 20 seconds to watch 6 seconds of the video.

It's crazy that this is happening on an SSD.

Before I post my specs, I should add I'm on a 1920x1200 resolution monitor, should I lower my resolution maybe?

I did a speed test i get 29 ping - 79Mb/s download - and 14Mb/s upload

 


sorry ive not no idea then. all i can think of is run all your updates. could be a graphics driver bug. update all drivers. run windows update etc. sorry
