can I expect to play games from 2015 with an Intel core i3-4170 and a gtx 750 ti at 30fps+ on high/ultra settings

At 1080p you will be close to that, at high settings for sure actually you should stay at 30 fps.

if you're talking about AAA titles like GTA V, Battlefield 4 and things of that nature no you wont play them on ultra or high with stable fps, maybe you can get away with some high setting and most at medium to get around 30-50fps on these games, but If you're talking lower end games like WOW and DOTA2 or LOL then yes you will get very good frame rates and high settings.
