The best gpu i can buy with the money i have is gt 740 or amd r7 250x, but i am not a hardcore gamer anyway so there is no point at buying a high end card

Well try searching for FX 6300 VS i3 4170. The i3 4170 does better and the Athlon X4 CPU performs worse than the FX 6300
The best thing you can do is get the best gpu graphics card you can first then worry about the the cpu later because the cpu isn't going to play your games and give you fps the GPU is going to do that.

my psu can barely support r7 250x so the 260x should f*ck my spu up (coolermaster elite 400)

The G3250@ stock 3.2 handily beats the X4-860K.
The i3-4170 has two cores using the same architecture @3.7 plus two extra hyperthreads.

One other consideration, there are no good cpu upgrades available for the required motherboard.
Any Intel lga1150 motherboard can support a i5 or i7 cpu upgrade.
You can get a quite hefty graphics upgrade with a GTX750ti which does not need a aux 6 pin power connector and takes it's power from the X16 graphics card slot.

The Core i3 can generally provide performance similar / close to / better than the FX-8350 depending on the game. The Athlon X4 series CPUs are basically AMD's weak APUs without the graphics core. The Athlon X4 860k would not even make on to the following benchmark charts.

As i said i am not hardcore gamer (not even a normal one), in gaming part i just want to play skyrim.
