I3 4th gen + New Pascal Titan X or GTX 1080 = Any bottleneck?

I'm sorry to ask again one of the most asked questions of all time, I've tried researching and figuring this out on my own but am still having trouble.

My friend who first got into PC Building/Gaming a while ago, is thinking of upgrading his graphics card to the newly announced Pascal Titan X or if not, the GTX 1080.

From what I remember his CPU is (I know the socket is LGA 1150) a 4xxx series I3 at 3.3GHZ I think. He has 8gb of DDR3@ 1866 in case that is of any importance. His "monitor" is a 4K TV, running Windows and games at 4K. His goal is to be able to get the best graphics out of his games (and be able to run insane graphic mods for other games) with decent performance/FPS at 4K. Would this CPU get in the way of that when paired with one of those 2 cards?
Would it help enough to get just a better CPU for his socket, such as a I7 4th gen or is it necessary that he upgrades to something better than that and get the motherboard with the socket for it?

From what I understand, since this is a TV the frame display limit for PC's should be 60hz, so
while making a suggestion I would base it off of that, which would define the goal as to be able to max out games at 4k from at the least 50 up to 60 FPS as long as that is possible.

I understand it might not be easy to answer for the new pascal Titan X since its not even out, so I'm basically asking for a little prediction for that one.

The CPU will most definitely bottleneck the new Titan X. Upgrading to a i5 6600k or a i7 6700k would be ideal. Judging from his choice of GPU, budget shouldn't be a problem your friend could even consider the i7 6900
 


I would wager a 6850k or 6800k would be better for his wallet since imagine a huge chunk of budget wiil go into the GPU and 8 cores is serious overkill, even 6 cores is still a little bit overkill.

But To respond to OP, X99 Broadwell-E or Z170 Skylake would be better but, If he doesn't wish to replace his Motherboard the I7 4790k would be best option.

And the Titan XP(ascal) would be better for 4k@60fps since it offers more performance than the 1080 which can play 4k at decent settings, the new titan would allow even higher settings at 4k.
 


I agree the i7 6900 would be over kill, but judging from the new Titan X, in case money is not a problem the i7 6900 will be much more future proof. But otherwise, a i7 6700k or 6800k like he suggested will be a solid choice.
 
Is he on windows 7 because if he is, he cannot and should not go to the sky-lake processors as they force you into windows 10, while there are absolutely no integrated graphics on the 4790 but I can't imagine that would be a problem as he is going for a titan x. Since he is gaming an i5 would be good but again repeating what bewn1 said he could probably go for a good i7 6700k to a 6900k or even an extreme addition cpu. This pc could potentially last him a good ten years in future proof by this very decision. But really this guy sounds loaded!
