no they dont impact FPS,

Mobo aka MotherBoard is a board that connects rest of the stuff, usualy having different setups in what CPU they use, how many additional stuff you can connect like gpu, ssd drives and stuff. how many USB it has.

so dont worry, pick one more you like they both will do the job very well. they both native support you cpu and memory soo its more or less the same.
