The Clock rate has very less to do with performance.i5 has more "REAL" cores=4
Get the i3 6100.If you can afford an i3 6320, then you can spen a bit more and get the i5.
Also, the i5 can turbo boost upto 3.3.
An i5 will surely help you and you won't regret it.
Those "real" cores only help in heavily threaded applications. (BF4 and a few others which are exceedingly demanding on the CPU but not necessarily worth it. The Division is also well threaded, but can be maxed on an i3)
The i3 will perform better when doing normal stuff, and will perform better in MOST games and popular ones like CS:GO and DOTA/LOL.
The i5 would be better if you were doing something like photo editing alot.
If "real" cores mattered, AMD would be the king, but they're barely scraping by, so what does that tell you?
