First of all , yes I know these are not the best specs for todays standards but this is for a friend that is wanting to get his first gaming pc . I was just wondering if it would run games like CS:GO and Fortnite at 100+ FPS on low settings? I also see that it has 2 cores at 3.9Ghz and Im not sure if he should pay $30-50 more for a 4 core or just buy this instead . Thank you for any help

If minimum settings at 900-1080p, most of the time it should be >100 FPS with esports games.

About your processor, even s.th. like a i5-4690 performs better most times. If you can get s.th. like an i3-9100F, cheap mobo and 8 gb ddr4-2133, I guess the price 'd be fine for you, while also the performance better. It has no iGPU, but you'd use a dedicated GPU, so it doesn't matter much.

As for the GPU, well, it's at least a cheap one there, I guess. GTX 1060, GTX 1650 and 970 all perform better, but the price is different. If it is just games like these and you can find a cheap 1060 3 GB, with some tweaking the settings it can be significantly faster as long as you don't exceed the 3 GB threshold, though with Esports games it's rather...

It'd need a 6-pin connector.
