Can the Intel i3 7100 be paired with ASRock B360M Pro4?

no you will need a b150/b250 motherboard for that.

however its best to buy that motherbaord (b360 pro 4) with a i3 8100, best value!

No. The 300 series Intel boards only work with the 8th gen cpus, the 7100 is 7th gen.

You could pair that motherboard with the G5400 which performs very close to the i3-7100 and is much cheaper although if your gaming the 8100 is a much better choice.
