I am planning to build a PC meant for everyday performance and some animation and video editing. Which config should I opt for- i3 7100 with a Samsung EVO 850 SSD or Ryzen 3 1200 overclocked to like 3.9 GHz with a gtx 750ti? Also I will do some 720p gaming.

Since you mention video editing and probably conversion I would personally go for the quad-cored Ryzen. Thinking ut of the box a bit, why don't you consider the new i3-8100 coffee lake processor. Same price range, more recent and gives good bang for its buck.

Ps. When it comes to gfx card in that price range I would gravitate more towards the newer Geforce GTX1050. Most video editing programs will make us of the extra cuda cores this one packs compared to the 750.

Ah you are right didn't consider that. The new Z370 chipset is required for that one, price difference will be about 60 bucks compared to decent AM4 mainboards. All depending on your budget, the Ryzen 3 is decent as well.
