I am going to upgrade my rig. My budget is INR 25000. I want to purchase an i3 8100 processor and an ssd but i have to choose one. If i take ssd i will get pentium g4560 processor or if i purchase i3 then i have to stick to segate 5900rpm hdd. Which is better option? My budget include cost of 8th gen supported Gigabyte mobo and ram as well. Can i purchase i3 and intel optane to substitute speed of ssd?

What do you use this PC for? The SSD will make a bigger difference in perceived "speed" with day to day tasks like booting, opening programs and files, etc. Your PC will probably feel quicker and more responsive overall. But in terms of say gaming, the new CPU would be what would increase performance (assuming you're not already being held back by your GPU).

Buying a cache drive is an option, I think the optane 32GB made a good impression on reviewers from the couple reviews I saw. But it's performance will depend on how much data you have on your HDD. It will try to automatically cache frequently used files, but if you have a lot of data on the HDD there's plenty it won't be able to cache. So if you typically only access a small subset of data on a regular basis, that stuff will probably feel fast, but then if you open something you haven't accessed in a while it may be no faster than your plain HDD.

Edit: Oops, for some reason I read your post as saying you already have a G4560, and are thinking of upgrading to an 8100. If you're buying a new CPU and have to choose between those two, I'd definitely get the 8100. Or a Ryzen 2200G.

Dual core is bad buy in 2018, unless you are just surfing the internet. Get the 8100 and get a SSD down the line if you cannot accommodate one now. Also depends where you are getting from.
Check prices at MD Computers. They are pretty competitive and based out of Kolkata but has a major store online. Also check Nuhru Place market if you are around Delhi.
