I3 8100 or old i5 4th gen

I was thinking to build a pc with a gtx 1060 or equalent with a i3 8100 or old i5. The problem is that i am on a budget.so buying an old i5 will save me on ram as it uses ddr3. i can buy 16 gigs ddr3 instead of 8 gigs ddr4 which one will be better option in terms of maximum performance?
I only play games like rainbow six siege,rust,battlefield . I am aiming for 1080p 60fps (settings dont matter)

Even with the sacrifice of dropping to 8GB DDR4, I really see no point in investing in a Haswell-era system in mid/late 2018.

Performance should be very similar between an i3-8100 and an i5-4690K (which would require a Z board and a decent aftermarket cooler to utilize it's full potential), with the 8100 likely to outperform the lower tier i5's (4460, 4670 etc).
