Question i3 9100f 100% usage

My i3-9100f keeps working at 100% during gaming.
My configuration
cpu- i3 9100f
gpu- rx6500xt
ram-8gb crosshair 2400hz + 4gb 2400hz = 12 gb ram dual channel
cooler- standard intel cooler
rom- seagate 1 tb hdd
My gpu was bottlenecking heavily due to i3 6100 so I bought a used i3 9100f from ebay but fps are still dropping and my cpu is at 100% usage..

6th to 9th gen, obviously you bought a motherboard as well right? Did you reinstall Windows having done a motherboard swap? It is recommended to do so, different chipsets and driver entries in registry can clash and degrade performance. But 100% usage depending on title is pretty normal for a quad cpu these days.

Your ram is at odds, not too drastic difference in performance, but you should know dual channel will only be working with half of the 8GB ram and the other half single. For complete dual channel both sticks need to be same size. And it's Corsair not crosshair.

I bought a new motherboard 4 months ago so I didn't need to buy a new one. 6th gen and 9th gen both have same socket so both are compatible with my motherboard. So I didn't reinstall windows either.

Same socket yes, Lga 1151, but 6th/7th gen uses 2xx series motherboards and 8th/9th 3xx series. There's confusion on your end here sorry to say.

I'm using foxin FMB-H110 prime and it supports 8th and 9th gen processor.

1xx/2xx series motherboards only supports 6th and 7th.
