Better at doing what? The 9350KF has faster single core performance especially when overclocked and the 9400F has more cores so is better at multithreaded work. To be honest I can’t see any scenario where I would buy either when you have Ryzen alternatives. Unless looking at an i7 or i9 I see little reason to go Intel.
