pls suggest which processor would be best for the above mentioned configuration. I need to play latest games from Mid to High graphic settings smoothly. CPU unit budget of 30K INR (India)

Intel Core i3-4150 3.50 GHz Processor or AMD 3.9 GHz FM2 Quad-Core A8-6600K Processor

I would choose the i3, it seems to be better for gaming and you can always swap it for an i5 at a later date. But you are not getting smooth frame rates on high graphics with a GT740, that's a weak GPU not meant for high end gaming.

Solution
Easily the i3. Not even close. If you can afford it, get it. But for gaming....Upgrade that GPU. Maybe switch to a amd 860K and put more money into the gpu.

What resolution will you be gaming? 720p or 1080p?
Because if it is 720p then you could get a A10-6800k + 2100MHz RAM. Then you don't need to buy a discrete GPU cuz the A10 has great graphics for 720p.

look into the R7 260x (110$) or the GTX 750 Ti (130$) these both perform similarly. you might find better deals if you look more. thse can handle current games at 1080p around med settings. you can try the R7 250 for 720p at med settings aswell but it is a very low end card for around 80$
