[SOLVED] i5 10400+RX 6500 XT?

I'm planning on building a PC with an i5 10400 and an RX 6500 XT (yes ik its a terrible card, but the only other cards at this price point are Quadros and the GTX 1050 Ti, and Im not keen on buying from the used market). I've heard that RX 6500 XT has terrible PCie 3.0 performance. My only concern is, the i5 10400 is a CPU which supports only PCie 3.0, not 4.0. However, I plan on pairing it with a H510 motherboard, which supports Pcie 4.0. So will the RX 6500 XT run at Pcie 3.0? (Forgive me if I wrote anything wrong, I'm still educating myself with these stuff)

Pair that cpu up with a B560 board so that you can run a set of 2x8GB of 3200mhz memory with it.

Hmm alright. But again, will the RX 6500 XT run on Pcie 3 or Pcie 4?
