Question i5 13600k - cpu usage 100%

Afternoon all
my pc hangs a lot of times cause of high cpu usage (100%) from cores cpu13 to cpu20
This is happening not only at games but in every daily task i do with my pc
So annoying cause has nothing to do with bottleneck of specs
I did clean install on nvidia card drivers , checked antivirus and malwares
Seems clean
It drives me crazy really

Any help would be useful

it is causing issue or just 100% usage? and what is using cpu?
motherboard bios is old
