i5 2500k gtx 660ti getting fps drops?

hyper evo 212

asus gtx 660ti oc 3gb

kingston hyperX (2x4gb) 1333mhz ddr3

cm gx bronze 650w

1tb wd black 7200rpm

cm haf 912 case

my problem: I've been getting fps drops in just about every game since I put this pc together 2 years ago. I have to put every setting on low in order for games to run moderately high fps. Games like Payday 2, LoL, Ace of Spades, and Diablo 3 is where I notice it most but only where there is a lot going on at once. For example 10 spells cast at once or 3 elite packs all using their affixes.

overlooking this area dropped my fps by 60. 135 is what I normally get.

I assumed it was overheating issues so I recently replaced my stock intel cooler for the hyper 212 and have seen very little performance increase. Someone suggested I OC my i5 so I did. Set it to 4ghz and still very little to no noticeable increase in performance. Monitoring my GPU temps while gaming, doesn't exceed 60c, while my cpu sits at 45c.
 


I don't get consistently low FPS. Only in certain instances do I notice my FPS drop and my game becomes choppy. This wd hdd I'm using I bought 4 days ago because that was a suggestion I received about a possible cause for the drops.

I turn every in-game setting to low, even switch to lower resolutions and there's no noticeable difference.
 
You know, this appears to be common problem. But I just can't seem to find a solution. I also have the same problem. The games run fine, then I have a 2-4 second moment where everything falls to low fps, after returning to normal framerates. Like you, I have a new pc so the problem isn't about system requirements. It's as if it was bottlenecking every so often.
